Scholarships in Singapore come in four families: PSC scholarships (including SAF and SPF) and other government scholarships (ministries and statutory boards), which pay for your degree in exchange for a bond of usually 4 to 6 years; university scholarships, which are often bond-free; and corporate scholarships, with their own terms. Need-based bursaries sit alongside all of them. The right one depends less on your grades than on one question: are you sure about the career that comes with it?

Here’s the map, with bond lengths from official pages, and a simple test for which one fits you. It’s also the starting point for every scholarship guide on this site (listed at the end).

The top corner of this map I’ve seen in person: during NS I was offered SAFOS and the PSC Scholarship, and walked away from both. For everything else, I’ve gone to the official pages and linked them, so you can check.

What types of scholarships are there in Singapore?

There are four, and they work very differently.

Government agencies awarded about 4,500 scholarships between 2014 and 2023, or roughly 450 a year. That’s a lot more than most people assume. It also means “scholar” covers a huge range of awards.

What is the President’s Scholarship?

It’s Singapore’s most prestigious undergraduate scholarship, awarded by the PSC. You don’t apply for it separately. It’s awarded on top of another public-sector scholarship, so the bond comes from that paired scholarship.

You can’t plan your way into it. Focus on the scholarship underneath, and on whether you actually want that career.

Which PSC scholarships exist, and how long is the bond?

PSC runs three tracks, all listed on its scholarships page:

  • Public Administration: PSC Scholarship, PSC Scholarship (Sustainability)
  • Professional Service: Engineering, Foreign Service, Judicial/Legal Service, Medicine or Dentistry, Public Finance, Teaching Service
  • Uniformed Service: the SAF Scholarship and the SPF Scholarship

The bond depends on where you study:

What I learnt applying: the PSC route isn’t one scholarship but a family of them, and you can end up weighing more than one. I came out holding offers for both SAFOS and the PSC Scholarship. Missed the A-level round? PSC also offers mid-term scholarships for students already at university, up to the penultimate year, with at least one semester of results. Same bond lengths.

What about SAF and defence scholarships?

This is the part of the map I know best. The flagship is the SAF Scholarship, which MINDEF now calls “The SAF Scholarship (formerly known as SAF Overseas Scholarship - SAFOS)”. It’s jointly offered by PSC and MINDEF/SAF.

The SAF Scholarship’s twist is that you must get into OCS on your own merit. MINDEF calls failing to do so a “veto criterion”. Which other government scholarships are worth knowing?

Many ministries and statutory boards run their own. A few with real search interest:

One tip: many of these use BrightSparks, a private scholarship portal where you fill in one “Scholarship Résumé” and apply to several awards. MAS, for example, takes applications through it.

Are there bond-free scholarships in Singapore?

Yes. The big three universities each have a flagship bond-free award for Singapore citizens:

Some corporate awards are bond-free too. OCBC’s Local Undergraduate Scholarship is bond-free and valued at S$11,000 a year.

The trade-off is simple. Bond-free awards give you freedom, but they don’t come with a guaranteed job, a structured career, or (usually) an overseas degree paid in full. Government awards do. That’s what the bond buys.

When do you apply for scholarships in Singapore?

Earlier than most people think: usually before your A-level results are out.

So many applications go in on your school record, before your final results. How much your prelims count depends on the award and on what else you’re applying for; I unpack that in Do JC prelims matter?.

The pre-results round isn’t your only chance, either. I applied during NS, after my A-levels.

Which scholarship actually fits me?

Most guides stop at the list. The more useful question is which one fits, and that starts with three uncomfortable truths.

1. Not everyone can get one just by planning early. Starting early helps you build a record. But at the top end, panels are betting on future potential. You can’t fake that with a CV built backwards.

2. Not every scholarship is meant for you. A teaching scholarship and a defence scholarship lead to completely different lives. Pick the career first. The scholarship is just how it’s paid for.

3. Not everybody is meant for a scholarship. This isn’t a failure. I chose freedom over funding, on purpose, and I’d do it again.

So here’s my quick test. Answer honestly:

  1. Am I certain I want this sector for 4–6 years after graduating?
    • Yes → a government scholarship in that sector is a great deal. Apply.
    • No → go to question 2.
  2. Do I want strong funding without a career commitment?
  3. Am I applying mostly for the money or the prestige?
    • If yes, slow down. That’s the reason serving scholars warned me about. They told me frankly it shouldn’t be taken for the money. They were right, at least for me. The full decision test is in Should you take a bonded scholarship?.

What if you’re not a citizen, already at university, or want medicine?

Then parts of this map change. If you’re not a Singapore citizen, many government scholarships won’t be open to you, and the Tuition Grant bond applies to PRs and international students at local universities. If you’re already at university, look at mid-term scholarships instead. And if you want to study medicine, check MOH’s medical service obligation rules before assuming a scholarship is your only path.
