After you apply for a PSC scholarship, you go through four broad stages: the online application (with a video interview), psychometric and game-based assessments, an interview with a psychologist, and a panel interview with the PSC Scholarships Selection Board. Then you get one of three outcomes: unsuccessful, referred to ministries, or offered a scholarship. PSC says assessments and interviews run from August each year to June the following year, so expect the whole thing to take months.
I’ve sat through every stage below, plus the extra SAF layer on top: 8–9 rounds in all, during NS. It ended with two offers, which I turned down, but that’s a separate story.

A quick caveat. I went through this during COVID, and PSC tweaks its process over time. Where my experience and the official pages differ, trust the official pages.
What are the stages of the PSC scholarship process?
Here’s the official sequence, with what each stage is really testing:

What do you submit in the PSC application?
You submit three things, and your application only counts as complete when all three are in: the form, an essay, and your supporting documents (PSC).
The documents are your secondary school academic reports, CCA and CIP records, and certificates. If you’re applying mid-term from university, add transcripts and, where relevant, NS certificates and employment testimonials.
The form also asks about career preferences. Don’t treat that as admin. It’s the first place the board sees whether your story hangs together.
The PSC Scholarship’s application window runs from 1 September to 15 March. PSC lists the dates for each cycle on that page, so check it before you plan.
What is the PSC video interview?
It’s a recorded interview you do on your own, and PSC says the link arrives within 7 days of a complete application. PSC doesn’t publish the exact format, so be wary of anyone who says they know the questions.
What I’d do: treat it as the first draft of the story you’ll tell all the way to the panel. Record yourself answering “why do you want this?” on your phone tonight. Watch it back. Most people discover they take a long time to say anything specific.
What are the PSC psychometric tests like?
They’re aptitude and trait assessments. PSC says the psychometric assessments look at your reasoning abilities, and the game-based assessments give it an understanding of your “natural attributes” (PSC).
I’ll be honest: there’s limited value in cramming for these. Reasoning tests reward being rested and familiar with the format. Game-based assessments look at your natural attributes, so there’s little to cram.
So do the boring things well. Sleep properly the night before. Use a quiet room and a reliable connection if it’s online. Do a couple of free practice reasoning tests so the format doesn’t surprise you. Then let it go.
What happens at the PSC psychologist interview?
A psychologist interviews you one-to-one, at length, and writes a report on you for the board. PSC describes it as giving an in-depth report of your motivations, interests and values.
For me, this was one of the two hardest stages of the whole process. Not because it was hostile. Because it was long, and it went deep.
A long interview is hard to perform your way through. You can hold a polished answer for ten minutes. You can’t hold it for the length of this one. Eventually the real you shows up, and that’s the point.
How to prepare:
- Know your own story, including the unflattering parts. Where you struggled, what you changed, what you’re still working on. (Mine starts with nearly failing Sec 2 Maths.)
- Know your why at three levels. Why this scholarship. Why this kind of career. Why you, as a person, care about it.
- Be consistent, not rehearsed. The psychologist’s report goes to the panel. If you tell the psychologist one thing and the panel another, they’ll notice.
What happens at the PSC panel interview?
You’re interviewed by the PSC Scholarships Selection Board, and only candidates who’ve completed every assessment get there (PSC). My final panel had 9–10 senior officials and questioned everything I stood for. It was still supportive: they weren’t trying to catch me out, they wanted to see whether I’d hold up.

How long does the PSC scholarship process take?
Plan for months, not weeks. PSC says assessments and interviews run from August to June, that you may receive an outcome within two weeks of your interview, and that you should receive an application outcome by June.
The gaps between stages vary. Use the waiting time well: keep your grades up and keep doing the things that made you a good candidate.
Some universities let you ask for an extension on your offer deadline while you wait for a scholarship result. MINDEF’s FAQ mentions this for its scholarships (MINDEF FAQ). Ask your university early rather than late.
What does “referred to ministries” mean?
It means PSC didn’t offer you a PSC scholarship, but has passed your application to ministries or agencies who may consider you for their own awards. It’s one of the three published outcomes, alongside “unsuccessful” and “offered”.
It’s not a consolation prize to sneer at. An agency scholarship can be a better fit if you already know which sector you care about. The map of Singapore scholarships shows what’s out there.
How is the SAF Scholarship process different?
It adds a military layer: suitable candidates get a provisional award after the PSC panel, then MINDEF/SAF assesses them further, including in OCS, before confirming it (MINDEF). That layer is why my count reached 8–9 rounds, and I’ve covered it fully in SAFOS explained.
What if you get rejected?
You’ve got options, and a rejection at 18 isn’t a verdict on your career.
- Apply mid-term. PSC Scholarships (Mid-Term) are open to undergraduates with at least one semester of university results, up to the penultimate year.
- Look at agency and organisation scholarships that fit what you actually want to do.
- Ask whether you needed a scholarship at all. Plenty of people fund university other ways. See How to pay for university without a scholarship.
And remember: getting an offer isn’t the finish line either. The process is them deciding about you. The offer is you deciding about them.
What ties all the stages together?
One question: is this person’s story real? Each stage looks at you through a different lens. What links them is consistency: your essay, video, psychologist interview and panel should tell the same story about who you are and why you want this, at increasing depth.
You don’t need a perfect story. You need a true one, told consistently.
